Big changes could be coming to Huntsville Utilities’ board as the City Council weighs consolidating its governance.
Considering a Single Board
The Huntsville City Council is reviewing a proposal to merge the utility’s three boards—Electric, Waterworks, and Gas—into one. Currently, each board operates separately, though the utility functions as a single organization to streamline operations.
Huntsville Utilities CEO Wes Kelley noted that a unified board could simplify contract negotiations, clarify asset ownership, and improve decision-making. Today, the utility serves over 230,000 electric customers, 100,000 water customers, and 56,000 natural gas customers.
Options for Governance Change
The Council has several paths:
Consolidated Board under PA-175: The City Council forms a single board with full authority to operate, expand, and finance utility systems, set rates, and appoint a CEO.
Modify Existing Statutes: Alabama lawmakers could update the three separate utility laws to allow a single governing board while keeping Council authority.
Draft a Private Act: HU could propose a new governance structure for legislative approval, though this would involve outside stakeholders like Alabama Power.
Council Perspectives
City Council President Jennie Robinson and Councilman David Little stressed the need for a decision before pursuing other utility upgrades, including modernizing the 46 kV transmission system to 161 kV and expanding natural gas or solar capabilities.
Some council members, including District 1 Councilwoman Michelle Watkins, expressed concerns that consolidation could reduce oversight, transparency, and the expertise provided by separate boards.
