Mayor Tommy Battle Unveils 2025 Fiscal Year Budget

Mayor Tommy Battle presented the City’s proposed budget for the 2025 fiscal year to City Council, focusing on strategic financial planning to meet community needs and priorities.

 

The proposed $328,166,362 balanced operating budget includes $33,059,674 in special appropriations for 57 external agencies.

 

“This budget is designed to meet the growth demands for municipal services and take a cautious approach to spending,” said Mayor Battle. “It reflects the careful work of our administrative team in crafting a balanced and thoughtful financial plan.”

 

Key budget priorities include expanding the police and fire departments, improving infrastructure, and supporting affordable housing initiatives to make homeownership more accessible for citizens.

 

“We anticipate strong revenue but expect slower growth compared to previous years,” Mayor Battle noted. “This budget meets the demands of a growing city while providing flexibility to adjust to broader economic conditions if needed.”

 

Highlights of the FY25 Budget:

 

  • $18.3M for street resurfacing
  • 5% increase in sidewalk construction funding
  • $2.2M for Makers’ Space construction at the Robert Shurney Legacy Center
  • Parks and recreation projects, including Big Spring Park expansion and Wilcoxon Municipal Ice Complex improvements
  • 2% cost-of-living adjustment (COLA) for City employees
  • $30.1M in road improvements, including Eastern Bypass and Northern Bypass (U.S. 231 to Winchester Road)
  • Drainage improvements in Broglan Branch, Spring Branch, Pinhook Creek, and Five Points
  • Affordable housing initiatives, including Choice Neighborhood Initiative (Mill Creek phase 1)
  • Greenway enhancements
  • Cummings Research Park Master Plan updates
  • Real estate investments for new retail developments along North Memorial Parkway

 

The City Council will hold a work session to review the budget on Thursday, Sept. 19, at 5:30 p.m., with a vote expected at the regular meeting on Thursday, Sept. 26, at 5:30 p.m.
