Pathway of Madison County still battling for business license

A public hearing on Friday examined whether Pathway of Madison County, an all-girls treatment facility in Owens Cross Roads, will be allowed to continue operations following the city council’s earlier decision not to renew its business license.

 

License Denial Sparks Legal Pushback

In January, the Owens Cross Roads City Council voted not to renew Pathway’s business license, citing non-compliance with local ordinances. At Friday’s hearing, Pathway’s defense attorney, Rick Hall, presented a case to reverse that decision. The hearing allowed Hall to call and question witnesses, a format not typical in previous proceedings.

 

City Clerk Christie Eason, one of the officials who recommended denying the renewal, reaffirmed her stance. She cited specific violations of the city’s licensing ordinance as the foundation for her recommendation. “It’s stated right there,” Eason said. “That’s why I said that.”

 

Facility Leaders Emphasize Reforms

Pathway representatives argued that the facility has made substantial changes since incidents in 2024, including the firing of the former executive director and implementation of new training programs for staff. Program Director Richard White testified that 17 girls currently live at the facility, supported by two therapists. He said their behavioral challenges stem from past trauma and that the center’s mission is to help them heal.

 

New Executive Director Dr. Arielle Feggins also testified, stating that Pathway now operates more safely and effectively. She emphasized that both staff and residents have changed and warned that closing the center could seriously disrupt the girls’ progress.

 

Final Decision Still Pending

The hearing lasted over four hours with no final ruling. Pathway’s CEO expressed willingness to comply with reasonable city requirements to maintain operations. The Owens Cross Roads City Council is now reviewing the testimony and must make a final decision at a future public meeting, though a timeline has not been announced.
